The Growth and Welfare Effects of Deficit-Financed Dividend Tax Cuts
نویسنده
چکیده
I develop a tractable growth model that allows me to study analytically transition dynamics and welfare in response to a deficit-financed cut of the tax rate on distributed dividends. I then carry out a quantitative assessment of the Job Growth and Taxpayer Relief Reconciliation Act (JGTRRA) of 2003. I find that the Act produces lower steady-state growth despite the fact that the economy’s saving and employment ratios rise. Most importantly, it produces a welfare lossof 19.34% of annual consumption per capita—a substantial effect driven by the fact that the steady-state growth rate falls from 2% to 1.08%.

A Schumpeterian Analysis of Decit-Financed Dividend Tax Cuts
I propose a Schumpeterian analysis of the e¤ects of a de cit- nanced cut of the tax rate on distributed dividends. I develop a very tractable model that allows me to study analytically transition dynamics and welfare, and complement the qualitative results with a quantitative assessment of the Job Growth and Taxpayer Relief Reconciliation Act (JGTRRA) of 2003. I nd that the JGTRRA produces low...
متن کاملThe Survey of Conditions for Establishment of the Double Dividend Hypothesis: An Overlapping Generations Approach.
This paper, we analyze the double-dividend issues by the design of overlapping generations approach. We characterize the necessary conditions for the obtaining a double dividend, i.e. an improvement of environmental and non-environmental welfare when the revenue of the pollution taxis recycled into a change of the labor tax rate. We show that first advantage of the double dividend theory depend...
متن کاملThe Double Dividend Hypothesis for Iran Economy: Modeling Carbon Taxes with a CGE Model
The Double dividend hypothesis briefly demonstrates that by replacing different kinds of distortionary taxes with environmental ones, not only the lesser pollutants would be emitted (the first merit), but the more productivity and public welfare would be gained (the second one). Given the urgent need of reducing emissions in Iran, levying taxes on carbon, aimed at reducing carbon dioxide by 12 ...

متن کاملModeling of Growth and Welfare Effects of Tax Reform in Iran: A Static Computable General Equilibrium Analysis
F or several decades, the selection of a proper tax base has been among the most serious concerns for the economic policy makers. The computable general equilibrium models analysis provides a comprehensive framework for the investigation of the effects of the adopted policies on the economy of a country. In the present study, using a static computable general equilibrium, the effects of tax ref...
